Tallies published on Tuesday showed that Silvia Delgado had won enough votes to secure a position as a local criminal judge in the city of Ciudad Juárez, on the US-Mexico border.

Also from Ciudad Juárez, her legal background is in human rights law and as an activist against gender-based violence in the notoriously dangerous border city.

As for Silvia Delgado, the woman who defended Mexico's most wanted drug lord, she just hopes the people of Ciudad Juárez will respect her work enough to allow her to sit in judgement of other criminals who are brought before her.

Beyond drought, demand for water has skyrocketed in recent years, thanks in part to the explosion of manufacturing hubs such as Ciudad Juarez, which is opposite El Paso, and Monterrey.
