Keith Self of Texas, Victoria Spartz of Indiana, Andrew Clyde of Georgia, Thomas Massie of Kentucky, and Brian Fitzpatrick of Pennsylvania —voted against the rule that would allow the House to proceed to final debate.

By around 3:30 a.m., all but one GOP dissenter, Fitzpatrick, had flipped, and the rule passed 219–213.

Brian Fitzpatrick of Pennsylvania and Thomas Massie of Kentucky, voted against the final bill, citing its effects to the healthcare system and to the national debt, respectively.

On Wednesday, Republican Rep. Brian Fitzpatrick expressed “serious concern” and promised to “aggressively” look into the matter.

The Steelers had grown disenchanted with Fitzpatrick, who was named All-Pro in 2019, 2020 and 2022 but had only one interception in the last two seasons after moving from free safety to strong safety.
