So FTC rules themselves are a little tricky, because they're not laws.

The DOJ said in its announcement that “The Executive Order directs the Attorney General and the FTC to ‘ensure that competition laws are appropriately enforced in the concert and entertainment industry.’

The FTC offered the example of a pharmacy excluding regular customers for a special promotion for over-the-counter medications or weight-loss supplements under the assumption that those customers are likely to buy those products anyway.

The FTC also alleges that many consumers said they were enrolled in Uber One without giving their consent.
