"I would've loved to be able to wave a magic wand and get it all right, or as I saw it right," he said, but he wouldn't have been able to get the votes required for the Church's governing body, the General Synod, to approve more sweeping changes.

Last month, the General Synod - the Church's governing body - rejected a proposal that would have made safeguarding fully independent, which proponents say would increase accountability but critics say would delay reform.

The Bishop of Stepney, Dr Joanne Grenfell, who is lead bishop for safeguarding, had put forward a motion to the General Synod for all Church-employed safeguarding officers to be transferred to a new independent body.

At the Church's General Synod, two models are being put to the vote on Tuesday, both involving some measure of independence.

"I'm glad the General Synod is going to be debating a model that largely reflects what I was asked to do in the report I published last year, a model of full independence," she said.
