In the 2019-20 academic year 372,000 Chinese nationals attended universities and colleges in the United States, the IEE said in a November 2020 report.

But by then, the district is incurring legal fees on top of the IEE, as well as eroding the faith and trust of the parents in the competence of the district.

If the parent asks for the IEE, the district has the right to say no, and refuse the evaluation at public expense.
