Just 5% of Heartland’s 810 kindergarten students received all their childhood vaccines last year, and 9% were vaccinated against measles, according to a Times analysis of data that California schools report to the state.

In a nearby township, rescue workers found the bodies of 12 preschool children and a teacher under a building housing a kindergarten.

Thursday’s action relies on the Trump administration’s interpretation of the federal Family Education Rights and Privacy Act, or FERPA, which protects the privacy of student education records from kindergarten through graduate school.

And only 93.1% of kindergarten students had received both doses of their measles, mumps and rubella shots, substantially lower than the 96.2% statewide average.

And 93.7% of kindergarten students were up to date on all their immunizations, down from 94.1% in the same period the previous year.
