Mr Grossi was speaking on the margins of the Manama Dialogue conference in Bahrain run by the London-based think tank, the International Institute for Strategic Studies.

The proposal came as part of a final statement issued by the league after its 22 members met on Thursday in Manama, Bahrain, a summit dominated by discussion about the war in Gaza.

"Hamas cannot be in control of Gaza any longer," Borrell told the Manama Dialogue, an annual conference on foreign and security policy.

The annual Manama Dialogue in Bahrain typically focuses on Gulf Arab nations’ fears about Iran in the region, something Borrell even joked about during his remarks.

The UAE's neighbour Bahrain, also a signatory to the Abraham Accords, said on Thursday its ambassador to Israel had returned home and the Israeli ambassador in Manama had left the kingdom "a while ago".
