According to the National Oceanic and Atmospheric Administration, the first effects of the bloom began to show up off the coast of Malibu around Feb. 20.

They’re laying off researchers and finding other ways to force out experts at agencies such as the National Oceanic and Atmospheric Administration.

Michael Milstein, spokesperson for the National Oceanic and Atmospheric Administration’s West Coast regional office, said test results showed the whale had high levels of domoic acid in its urine at the time of its death.

Investigators with the National Oceanic and Atmospheric Administration were trying to determine what caused the minke whale’s death.

“This happens from time to time,” said Michael Milstein, a spokesman for the National Oceanic and Atmospheric Administration.
