On Monday, Ms. Yousafzai’s birthday, which is celebrated by some in Pakistan as Malala Day, authorities seized the entire stock of textbooks from the Lahore office of the publisher, Oxford University Press, saying the company had failed to obtain a no-objection certification, or N.O.C., from the government.

“No N.O.C. means breaking the law,” Punjab Province’s education minister, Murad Raas, said in a tweet.

“It is deeply upsetting that the pleas of athletes from around the world and all the behind-the-scenes work of the I.O.C., together with the N.O.C. of Iran, United World Wrestling and the National Iranian Wrestling Federation did not achieve our goal,” the committee said in a statement, referring to Iranian and global sports groups.

In a statement, the I.O.C. confirmed that Mr. Maleson had contacted it and said he had been told to work “directly with the N.O.C. in order to resolve any potential dispute,” a reference to Brazil’s national Olympic committee.

“I’m sure those lucky enough to have a high-profile sponsor can appreciate us protecting the Games and ensuring that money can be distributed to sports, athletes and smaller N.O.C.’s that aren’t lucky enough to have such a profile,” Adams said, referring to national organizing committees.
