The FBI did this in illegal coordination with the CIA, the NSA, the Defense Intelligence Agency, military intelligence operatives within all the uniformed services and local police forces that provided covert agents as infiltrators.

When the government first tried to criminalize leaking in this century, the case against NSA whistleblower Thomas Drake imploded and the judge excoriated the government:

New infections are threatening our intelligence agencies like the NSA and the CIA.

I don’t want to say for a fact that the NSA doesn’t have a camera trained secretly on the whiteboard of, like, every mathematician in the world, because, who knows?

And it's the reason why we have any oversight over these intelligence operations, the CIA, the FBI, the NSA, all of them.
