Her 21 year-old-son Sai Han Pha was a construction worker, renovating the interiors of the building, which used to be a hotel and was being turned into an office space.

Dr Louise Herron, deputy director of public health at the PHA said all vaccinations and medications could have some side effects.

PHA will have the power to "serve notice on any persons or groups of people requesting them to do, or refrain from doing, anything for the purpose of preventing the spread of infection".
