On X, the NWS said forecasters were monitoring the “remote possibility” for “small, weak, brief” tornadoes on Thursday,

“The now-confirmed and rumored additional cuts to come at NOAA/NWS are spectacularly short-sighted, and ultimately will deal a major self-inflected wound to the public safety of Americans and the resiliency of the American economy to weather and climate-related disasters.”

"The effects will continue for awhile, a lot of swollen streams and a lot of flooding going on," Bob Oravec, a senior forecaster with the NWS, said.

In Obion County, Tennessee, heavy rains there caused a levee to break, "resulting in rapid onset flooding", a local NWS account said on X.

Because the rain is expected to be light, the risk of debris flows in burned areas is low, noted Ryan Kittell, with the NWS.
